I am picturing something involving Finnick mustering all the denizens of the sea. Like Aquaman. And probably riding on a whale or something as he launches the naval assault on the Capitol, which is in the Rocky Mountains but whatever, he's Finnick Odair, a minor complication like that is not going to stop him.
