PLOT TIME
Okay, so it's not exactly huge or grand or any other synonyms referring to something and being large and awesome, but it is canon. See, Brennan is an Elemental of Electricity. As such, his power is one of the most unstable in his world. It's strong, able to wipe out an entire city's power grid, but when it fluxes, it's highly unpredictable and very dangerous, that is until his brain catches up with the growing mutation and he's able to control it again.
That means that, starting Tuesday and lasting for a week, there is a very powerful Electrical Elemental in your City, whose powers are very closely linked to his emotions, and whose emotions are usually running on high. Couple that with the fact that he's recently made a deal with the deities that resulted in him giving up coffee for two weeks (he usually spends about 50 bucks a week on it alone), he's got a really short fuse.
What does that mean for your characters? Well, have they ever been struck by lightning? Ever wanted them to be? Three lucky citizens will have the chance. I will say this: It's up to you whether they're just injured or actually killed by the blast. Remember, though, this isn't a curse, so if they die, they will be City!Dead and have all the trappings afforded by that condition.

Wrapping a coil amplifier around his leg is probably not the best idea.
Also....current is safe once it enters the ground. The mass of the Earth defuses the errant electrons which comprise electricity to the point that they aren't harmful.
Also....electricity is tangible. It's a bunch of really pissed off electrons.
