This is Mikage from the manga series, 07 Ghost. He is a cheerful character who eventually returns as a pink baby dragon, but he's definitely going to be alive ... or alive-ish. As an individual, he's pretty level-headed and extremely loyal, with a side of being horribly self-sacrificing in an extremely unhealthy manner. He cares for Teito a lot, as he's his best friend and he loves him like he's family. He'll be glad to be in the City with him!
