Hai Poly! Rumors abound that since the Fullmetal Alchemist military squad bamfed and the prison exploded, the Police have been scattered and not terribly present. Thus, Sorrow and his Anti-Mindless-Evil squad have lots of potential to evolve.
But Sorrow isn't the type to go all Public Leader. He's a Russian, and we all know how the Soviets did things -- espionage. Stealth is his game, and he'd like to rally some people to get going what amounts to a City KGB, or if you want a somewhat friendlier group, FBI*. People who fly under the radar and don't publicize themselves except in a pinch, but constantly share information with each other and keep tabs on what's going on. The group would not be formally known and recognized, but rather would be a sneaky underground sort of police that dodge red tape and un-screw situations when/before they arise. A cross between an offensive spy unit and police.
Possibilities? Given all the Crazy Evil Things going on lately, the City needs some jurisdiction :P
