ARTEMIS is a sort of research facility/think tank. They use the guise of Better living thru Science! = ie: unlocking the mysteries of the city, learning it's secrets and amassing knowledge. And in the meantime sometimes very discreetly delving into whatever side projects that spark their interests... such as freeze rays.

ARTEMIS has done some remarkable things... such as: Curing vampirism thru SCIENCE! (once and only once so sayeth the goodly deities that run this place). It has also from Kingdom Hearts fame... managed to recreate the process of creating a brand new nobody (Solomon gladly volunteered) for study. The effects were short lived. But Solomon isn't deterred by any of this. It's all so VERY interesting, don't you think? He's excited at how complex the City is, and feels he has nothing but time to spend trying to figure out how to unlock it. ^^
